This summer, Massachusetts passed the first cannabis law reform legislation since legalization. This law addresses taxes, Host Community Agreements & impact fees, social consumption, criminal records and suitability, and the Social Equity Trust Fund.
The substance of the new law will be addressed in other posts, but let's talk about timing and process.
- The new law officially takes effect on November 9, 2022.
- The Cannabis Social Equity Advisory Board will be nominated January 9, 2023.
- The CCC will promulgate new regulations by November 9, 2023.
The regulatory process will involve multiple steps which include:
- CCC internally identifies required or recommended regulations and amendments;
- CCC will draft proposed regulations and seek feedback and comments from Cannabis Advisory Board, working groups, stakeholders, and the public;
- CCC will discuss and vote on the draft regulations;
- Public hearing and public comment period will be noticed;
- CCC will discuss and vote on final regulations.
